Well, $119 is a considerable price. But if that thing is true (I can't tell for sure), just buy it.
It would be cheaper to find a motherboard with ISA...
Looking at that site.. I just wonder, why?
the money it would cost (and it doesnt look to flash to me) why would you even bother?.. what ISA card is so damn special, that you absolutely cannot replace it with a PCI unit?
The only thing I can think of, are some of the encryption cards that the banks use down here, or possibly some of the cards used in our phone systems, but I seriously doubt they would work through such a device.
