as far as I can see I'd guess you should try a firmware upgrade..
and disable DMA for this drive (USE PIO4) - BIOS..
Sorry, I couldn't find where to use PI04 in th eBIOS. I have a PowerSpec [microCenter home grown] Cyrix Media 2 GX 233 with 64Mb win '98-
Which firmware do you suggest I upgrade?
The access light does blink & sometimes is on kinda steady maybe 2 seconds.
is this the sort or thing one might expect from a bad IDE cable?
setting PIO mode 4 meaning disabling DMA or UDMA on your Mobo..
take a look at your mobo manual.
as for firmware try to find one here :

you alos might consider replacing the IDE cable and trying a different Power connection.
