I think this idea would fly. There is/was an ISP in Hawaii that drew a lot of attention from the media for doing the exact same thing you are proposing, you can find them at http://www.flex.com/
Their corporate philosophy is quite different, as can be seen from the info on their website. It's amusing to read the letters from the pathetic stupid customers, which are few and far between the letters from their satisfied customers.
I have DSL myself, and the tech support is utterly useless so in essence I already have NO tech support.

Yeah, if I didn't need a high-speed connection. And I would certainly pay for cable or DSL in the same situation. Someone else is doing this, too. Can't remember where or who (I know, that's bad), but I do remember seeing a website of a business offering lower cost and no tech support. It's been a while...

Even if it was only a 56k service, if you could gaurantee 0 downtime it would be a plus for techs and consultants that travel a lot. However, for regular home/office use, you would probably need to compete with cable and DSL speeds to draw techs.
