I just got a second hard drive, and I heard that it is good to store the PageFile on the second hard drive "the one without the OS on it". Is this true, is it better? What are the advantages? And what are good settings?
Do I leave any part of a PageFile on the OS Drive?

I have a partion made for swapping files only. But some of the things you need to consider are ... how fast is your other hard drive, seek and access time, RPMs, motherboard and cable bus, etc.

One useful advantage of having a partition just for the swapfile is that you'll avoid the pitfalls of pagefile fragmentation. Although I have the OS and the swapfile on the same physical drive, I've created a seperate partition just for the swapfile.

Although there won't be much difference on the performance, I would made another partition and set a permanent swap file on it.
depends on the relative performance of the disk controller compared to memory, the chipset all sorts of stuff. If its scsi spread between partitions, if its IDE then this depends on what is on what physical channel, as a rule of thumb group devices of similar speed on each channel.
So putting a swap file or paging file on another disk isn't necessarily the answer, sizing it correctly is much more important.
Remember multiple partitions and volumes give rise to back up issues etc so speed for what I suggest will be a modest performance issue either way, is not the issue.
I would leave the swapfile on the C drive, i have seen by moving the swapfile to the other drive can cause shutdown problems ( like hanging up or taking forever to shutdown ) People used to move the swapfile to other drives because it would free up the locked space it would keep, but now you can buy bigger and bigger harddrives.
