There are a number of reasons why terminals (clients) cannot connect to any form of server. I suggest you consider the following:
Do your clients have accounts with the server?
Do your clients connect by Cat5, telephone, or wireless?
Do your clients have the correct protocols (that is, common ones with the server
What service are the clients trying to access? For example, a security service, such as domain security, or a service such as SQL server or IiS? Different versions of services allow differing connection amounts.
And, DON'T FORGET, you will have a kosher copy of the O/S. All server softawre comes with a limited amount of licences for clients. Have you enough licences, and are you licencing in the correct mode (per client, per seat?) Gotta make Bill Gates his 1.5 million an hour, don't we!!

All the computers are connected to each other fine and can communicate with each other but whene I use the Terminal Service and try to log in more than 3 computers to the Terminal Service it says that it has reached it's limit and I have 25 Licenses.
Can you explain to me the differense of license Per seat, per server.
Terminal services is limited to two licences by default in W2K server and 1 in pro.I think you have to buy more.
Per seat: Each client that connects to the server will need a licence i.e. your server will accept any amount of connections and the onus is on you to ensure that each connection is licenced.
Per server: You specify that, for example, only 200 concurrent connections are allowed to the server. This means that you have 200 client access licences (CAL's) and that the server should not allow more than 200 connections.
If you accepted the default install and have term sevices in Admin mode then it will only ever allow 2 concurrant conections. If you are using term service as a thin client server then you will need the additional term serv licenses.
