I have installed a new teac cd writer as a master on the secondary ide, but whatever I try is does not want to write @ 4 speed.
I have tried three different types of cdr media but still nothing.

you could always try a different brand of software
sometimes different ones will let a burner write at a different speed
Check whether the software you're using supports your CD-R. If not, try downloading an upgrade, which possible supports your CD-R. If you can't find an upgrade that does this, try a different software.
If the problem persists, I'd recommend a firmware upgrade for your Teac.
I don't think that the problem is caused by the blank CD-Rs. Almost every brand supports speeds higher than 4x.
Is everything on the Device Manager fine? What about the Bus-Mastering drivers?
