FrontPage 2000 Search Form "Service Not Running"

I am trying to get my search form to work, but after I save and publish it, then open in from IE 6.0, it says "Service Not Running" and I cannot search my website. I am also having trouble collecting the results of my feedback forms, they don't place the feedback into the .txt file that I told it to.

[I'm working on a website from FrontPage 2000 (with office sr2) on Windows 2000 sp2, using Personal Web Server v5.0 with the newest version of FrontPage 2000 server extensions.]
