If there will be more than one PC connected to the internet, I'd suggest both. If it's just one PC, I'd skip the router and download Zonealarm to use as your firewall. It's free and is pretty easy to setup.

ok, if your planning on seting up all the computers on the internet, get a home gateway(aka router), it's the cheapest solution. most home gateways are designed to run NAT and have a built in firewall. That should be sufficent unless you plan on running servers.
if your paranoid, get the home gateway and a firewall program for each computer like zone alarm. just make sure that people who use the computers are aware of what it is and how to use it.
The best reason from a security standpoint to have both a router and a software firewall is that the software firewall can also stop outgoing traffic when properly set up..giving you a bit more protection from trojans, password stealers, keylogging programs and the like.
