Re-packager for AV roll-out

Hi

I am looking for a solution to a deployment problem.

I've got Symantec AV Corporate, which I can use to create installation pacjkages for client machines.

However, the packager works with NTRem, which can't be used to create packages for 9x and ME. So I need a re-packager for these o/s's

Anyone got any thoughts or better yet, experience and recommendation?

I've used Wininstall but packages aren't my specialty.
