Customer's laptop running xp pro says to enable cookies to look at websites. Security settings are low, and cookies, as well as java is enabled. Even downloaded and ran SP1 for internet explorer. Then registered all dlls that might have something to do with this. Is it a key in the registry? Laptop is on a lan in an office. Thinking maybe a firewall problem.

So what, exactly is the problem?
Does it give you this message with all websites, or only with some?..does the message seem to be a windows message, or from the website?
I've seen this problem from various websites before and enabling cookies, Java, scripthandling, lowering security and privacy settings in IE6 never seems to work. Thought it might be M$'s JVM but using Sun's doesn't help either.
Sorry about not saying the problem. Trying to do too many things at once. Just some websites saying your cookies are not enabled. Primarily trying to check email on hotmail account. See from a previous pot by Cleetus that it may be site related.
