Can I use the 1024 x 768 resolution on my PB1015 monitor?

I have a Packard Bell system and a PB1015 monitor. The manual of the monitor states that I should be able to use a resolution of up to 1024 × 768, but in fact I am not able to use it. How can I use the resolution that is mentioned in the manual?
Details
There are two modes for the process of refreshing the monitor screen: Interlaced and non-interlaced. Interlaced mode means that the screen output first displays the odd lines, and then the even lines during the process of refreshing the screen. This type of display can create flicker. In non-interlaced mode both the odd and the even lines are refreshed at the same time, which produces a more pleasing screen image.
Additionally, the higher the refresh rate (the maximum number of times per second the screen is refreshed at a certain resolution), measured in Herz, the better. Higher resolutions, however, require higher refresh rates to prevent flicker from becoming noticeable, but this is monitor dependent. For example, a monitor which can provide 72 Hz refresh rate at 800 × 600 may only be capable of 60 Hz refresh at 1024 × 768. In general 60 Hz is adequate for most people, but 72 Hz or faster reduces eye strain considerably.
Although in the 1015/1020 Monitor User's Manual it is stated that the maximum resolution of 1024 × 768 is obtained at 60 Hz (non-interlaced), the installation file (PBMON.INF 1.30) provided with the system (format number 180000xx or higher), limits the maximum resolution to 800 × 600.

To provide you with the means of using the most your monitor can offer, Packard Bell has created a new installation file, which can be downloaded from our web site using this link: PB Monitors INF v1.36d (REFFIUP00880900). Follow the instructions presented there to install the new file properly.
The update consists of two new entries for the PB1015 monitor in the Windows 95 registry (the database in which Windows 95 stores information on the software and hardware installed on the computer) which will allow you to set the maximum resolution of 1024 × 768 at 87 Hz in interlaced mode. When setting the maximum resolution, it would be advisable to set the refresh rate to Optimal as well. This way Windows 95 can control the maximum refresh rates of both the monitor and the videocard. To set the refresh rate to Optimal:
Click with the secondary mouse button on an empty space on the desktop.
Click Properties from the menu that appears.
Click the Settings tab and click Advanced Properties.
In the window that now appears click the text window below Refresh rate and click Optimal.
Click OK to close the Advanced Properties and click OK again to close the Display Properties.
