More quick html help (Table layout)

Okay, here we go... I can't get my menus in the same place no matter what I do. Here's a couple of pictures with everything mosaiced. Essentially, I have 4 frames (which can seem quite confusing but this was literally the best way to set up this particular page). In frame 2 I have a menu tab at the bottom that just will not stay in the same place and I don't want to put in a fifth frame. I have tried nested tables with percentages for my heights to try to force the menu all the way to the bottom but nothing I've done produces any good results. I don't want to have to put in actual measurements for the height of the tables because this will be seen on 500 different computers some with different resolutions... any ideas? If you are unable to see it, the menu in the second picture is higher up on the page than the first picture.

I used to mess around with frames a lot, my sites always used frames. Then I found that frames were simply to difficult to work with to get perfect every time. so I opted for one of those java based menu systems... doing so made it more complicated during the creation of the site, but easy on the user attempting to navigate it... HOWEVER... specifically regarding your problem... why not have the menu system at the top instead of the bottom?

Unfortunately, company request and requirement. However, this really isn't affected by the frames at all. I would be having the same problem currently if the frame the menu was on was a standalone frame.

Gotta love the corporate way of doing things... use the most annoying, outdated way... YAY... :)

Have you tried perhaps giving the menu a static height and percentage the rest accordingly? I've been looking for a solution and I haven't found anything specific, but chances are to get it the way you need it you'll have to run some sort of Javascript or something. I used to combat issues like this by opening a new window sized properly that cannot be resized. I found that a lot of people hated the idea of a "popup window" like that... but seeing as you company is using the annoying stuff... why not go the full nine yards?
