No shut down in XP only reboots!

I am currently working on this machine that dosen't shut down, only reboots.
The customer only had the machine for a week after a fresh install of Windows XP Home edition. The machine was tested and released from the shop in fine working order after the install with all of the latest drivers, and firmware for all of the components that were available.
Unfortunately the customer dose not know which software was installed after he started having the problems with the shutdown.
I disabled all of the items in the startup under msconfig, but this one line allways comes back checked:
dumprep o-K %systemroot%\system32\dumprep 0-K

Recommendation :

In both Windows XP and Windows 2003 turn it OFF by opening the SYSTEM icon in the Control Panel, choosing the ADVANCED tab, and then clicking on Error Reporting.
