I asked myself the same question when I read it.

It's just not funny. There's the explanation. Writer was trying to make it seem like underclocking those CPU's was the new thing. It's just kind of dumb.

I believe this is his punchline.

"After the 300MHz Pentium 4 is introduced, we expect Intel to cut the speeds to perhaps 90MHz or so, and then announce the Pentium IIIs."

I'd guess that he's making a sarcastic argument against someone unknown who shares this opinion.

I have no idea why this would even seem funny other than the stangeness of it.

It makes about as much sense as 'cold fusion...' :p
