It's just not funny. There's the explanation. Writer was trying to make it seem like underclocking those CPU's was the new thing. It's just kind of dumb.
I believe this is his punchline.
"After the 300MHz Pentium 4 is introduced, we expect Intel to cut the speeds to perhaps 90MHz or so, and then announce the Pentium IIIs."
