Maybe a little more info. What happens when you try to send an e-mail? What software\program do you use?

do you have a few email account like hotmail or yahoo or is it from you ISP?
if its an ISP you may want to check with them first the be sure your email setting (pop server, smtp server, password) are correct
Usually when you can receive mail but not send, its because your ISP will be blocking you for some reason. Have you changed ISP recently or changed e-mail accounts?
Error codes/software being used and a more detailed description of what is happening will enable us to help you more....
Do you have any firewall software loaded (Zone Alarms/Norton Internet Security for example)
Most of the time when you can receive emails but cannot send it is because the email server requires clients to authenticate. In the last few years to stop spammers from relaying off a email server, clients need to send a valid username and password with email. In most clients, it is a box to click that says the server needs authentication. Thanks!

If you are connected through dial up, it can be as simple as switching access numbers. At times port 25 will be inaccessable on the server you are accessing, so switching servers will solve your problem.
