Is the 1st user dumped repeatedly and the 2nd user can login ok the first time?

So that would imply that there is a separate profile for the 1st user - does the 1st user login to windows differently (different user/pass) to the 2nd user? Or do the 1st and 2nd users share the same login profile?
Both users log in with different user/pw.
Soooo, it stands to reason that there is something wrong with user 1's profile... perhaps a spyware problem that has not transferred to the user 2 profile...
You could create a new profile for user 1 and see if the problem goes away - if it does, then you know that something in the docs and settings for the original user 1 is causing IE a problem.
