HTPC and TV connection

I 'm not too sure about a DVI-Scart connection but keep in mind their are DVI to VGA adapters.

As far as the fans go I don't know about any stores in the U.K, you could try amazon.co.uk, when I need fans I order from www.newegg.com, their fan selection is great! you can narrow your results down by size and noise. I don't know how much shipping would cost you but chances are you could find the fans you need at newegg.
