My first thought would be maybe Antivirus scanning files before allowing access. AV will normally default to check .doc or .xls files for macro viruses before allowing them to be used. You don't register it happening from hard disk, but the delay checking from floppy disk could be noticeable, or was this only after an upgrade and nothing else has changed?
Uninstalling the old Office (2000) and installing the new one were the only changes.
Is this direct file access within Office applications, or all file access ie copying floppy to HDD etc?
try a new floppy drive. They do wear out.
