I am not having any luck with any of the drivers I found on that website they are all wrong.
You will have to explain slightly further what "they are all wrong" means
I downloaded the intel 3d direct graphics driver for windows 200 and xp I than click next button and than it says save files in "c:\compaq\sp21715". Adn than I am getting the message unable to create specified output folder.
Sounds like you have some other problems besides the graphics problem

Until you can get it to create the output folder I think there is little chance or reason to install the drivers. It sounds ot me like you have harddrive problems possibly.
Better start by testing the harddrive
Have you tried creating a folder such as c:\video driver? Then when the driver starts to extract, do a browse and point it to that folder.
I got further this time I did try creating another folder. I am now getting an error message. "A sdoftware error occured please reprt this to technical support. Cannot install graphics on current device" The device Instance Id is pci\\ven_1033&dev_002A&Subsys_00000000&rev_01\4&3A B31F&F

That's for the onboard video, not an expansion card.
Since NEC Power VR is the chipset used on various video cards, I think you'll need to find out who actually supplied the video card (eg Matrox, Hercules...) either by looking inside the case, or trying diagnostic utilities like SIW (although they might also just say Power VR).
HP do have some support links for optional upgrade cards supplied by them/Compaq - once you know what the card is, you can see if it's listed on the Graphics Cards Support page. Or see if the manufacturer still has Power VR drivers available, as HP won't necessarily host the drivers, sometimes they direct to the card manufacturer.
