Video capture
I have an EasyCap video capture device that connects through usb and I can't get it to capture from my vcr. It streams the video to my computer just fine, but when I click record it does maybe 7 to 11 seconds and stops saying there is no signal. I have checked the settings but no good.

Well if it works at all obviously its most likely hooked up correct.
I would check for updated drivers for all of the system.
-
I am thinking that it's the driver also and have installed three different drivers on two different computers with the same results. I also don't see it in device manager.

Some programs have a "try out" period of a few seconds to a few minutes, do you have the full software version? Also, are you using it with the version of Windows it was intended for, or are you using the program compatibility mode?
-
This is the full software that came with the adapter plus I have downloaded drivers and full software that gets me nowhere.

First of all... is the tape copy-protected???
Check the settings for recording. Make sure you record at 29.97fps if it's NTSC. Also choose the lowest compression and a smaller resolution if you have the option, the card/driver may be unable to keep up with encoding the stream.

The tape is not protected, it is a home video. The problem is the device or the software. It streams video from the vcr but will not record it.

Maybe try a different piece of software for recording? Not all software is created equal...
