The answer is (b).
The two speeds cannot be averaged to 15 kph since it took twice as long to climb the hill as it did to descend. For example, if the hill measures 20 kilometres from top to bottom they would travel 40 kilometres in three hours. 40 divided by 3 equals approximately 13.33.
