if you simply want to turn startups on & off ,I've been useing the startup manager that comes with winbench benchmarking utility/ hard to find...pc mag site /in utilities

i download msconfig for winXP and installed it in win2000 and it works great,
here is a link where you can downlaod it
i checked it for viruses and it was clean
