I had this same problem at work. I tracked it down to McAfee Virus Scan. Uninstall it, history works fine. Reinstall it, history doesn't work anymore.
At that time, I never found anything on McAfee's support site about the problem.
There maybe something there now, but I haven't looked. Switched everything over to Norton Anti-Virus.

Removed McAfee, and it works like a champ!:thumbs: :thumbs: :thumbs:
Now all I have to do is convince the hospital to drop McAfee and pick up Norton.:sad:
OK, we have yet still another update:
I went to McAfee's site, found a tech bulletin in one of their forums.
In short, they don't know exactly why (yet), but if VirusScan has its Internet Filter enabled, the aforementioned problem results.
Their suggestion is to configure McAfee with Internet Filter disabled; the System Scan will still monitor Java Applets and ActiveX controls, so not all Internet-related functionality is gone.

Just for giggles, I applied the patch, rebooted, and reinstalled McAfee....SO FAR the History settings are working.
