The issue is that Bush who broke the tradition when he declined public financing appears ready to do it AGAIN in the general election. Kerry is against the huge influence money is having on this election. He wants to limit the campaign to public financing. But since he has to make the decision first he has a fear based on Bushes previous actions plus his obscene fundraising that Bush will decline public financing after Kerry accepts it. And try to buy the election.
