I used to be a definite advocate of crt over lcd - I say used to be. I've had a 19" Relisys LCD for just over a year now (forced by lack of space alone) and now would not consider a crt screen again.
In fact we, as a business, are considering stopping stocking crt monitors completely. Lcd's are presently outselling crt's by ten to one..(mostly 17")
On the subject of quality, checkout Videoseven lcd monitors if you can. I'm really impressed with these, 0.26, decent warranty, great build, even reasonable speakers for a monitor...

Mine is running 75Hz, but when it comes to lcd's i dont think its THAT important to worry too much about refresh rates.
