The best part was when he was trying to get congressmen to sign their sons up for military service. He even had a brochure for each branch of service for them to look over.

exactly, maybe its kinda a "Andy Kaufman" thing where it's just funny to him. But I think he's just poking people in the face and seeing how many people blinding believe and how many are outraged and how many people see it for the poke in the face it really is.
