That's because he was basically out of touch with his National Security and military advisors most of the time, and his VP was busy doing a power grab.

He did the best thing he could do.....keep his mouth shut until one of his puppeteers could tell him what to say.

Yeah, it WAS a major screw up. But, we are talking about 18 minutes here. What, exactly, could have been done in 18 minutes that would have changed anything? Even if, as you say, the NSA, etc, was NOT "out of order"?

Actually, if you check the timeline it was about 10 minutes to be exact.

What can happen in 10 minutes?

“An F-15 departing from Otis can reach New York City in 10 to 12 minutes, according to an Otis spokeswoman."

F-16s could have also reached DC within 10 minutes, but that never happened:

"NORAD orders three F-16 fighters scrambled from Langley Air Force Base in Virginia to intercept Flight 77. Langley is 129 miles from Washington. Ready aircraft at Andrews Air Force Base, 15 miles away, are not scrambled."

Why did this not happen? Because there was a constant 30-45 minute delay in the information being relay from the FAA to NORAD.

However, the President was getting information in real time via CNN. There are fighter squadrons at the ready throughout the country that he could have scrambled on a moment's notice.

There are varying degrees of "ready" when dealing with launching fighter aircraft. You could be talking about a ready alert that starts planes moving the second the order is given as the pilots are already waiting in the aircraft or any other combination of strip alerts ranging from 5 to 30 minutes. I don't know the alert status of aircraft stationed at bases capable of defending our major cities and capitol, but I doubt a plane could have got off the ground within 15 minutes of the scramble order. The situation is likely different now.

You overestimate the readiness of NORAD air defense squadrons in the post-Cold War world. On September 10, 2001, who would those squadrons have been guarding against?
