Win2K, try setting up a separate PC with Win2K server without any updates and SP's. during install, choose to install DHCP service when prompted for optional network components. This will give you a better idea of what could be wrong on your current server.
I suspect it could be some other application that you have installed like MS SQL2000 or one of MS's beta software packages.
To also troubleshoot the problem, go throught: nbtstat and ipconfig (good old dos window still helps!).
If you don't try it clean, you will also have difficulties with Exchange and ISA in the future.
