Read all the previous about problems re-installing Office 2003 with interest, but my laptop problem is slightly different.
I have Access 2, 97, 2000 and all of Office 2003 under Windows 2000 Professional, because I write database programs in all versions. All worked wonderfully well until recently, when I found I couldn't resolve a problem of being unable to start an instance of Outlook 2003 from Access 2003 in vba because of ?Registry? issues. This had not happened before. I tried to repair Office 2003, and to re-install, but the installer kept saying the installation file was not the correct one. Found the tip re: Windows Installer Cleanup Tool, installed it, followed instructions. Removed Office 2003 altogether, repaired Registry with Reg Mechanic, re-booted, etc. Windows installer now works, but after file validation sequence, file installation starts and quickly stops with 2 messages - "Roll-back", and another that flashes past so quickly I can't even read it. Then it stops altogether. Found another web-message about first stopping Anti-spying software, but I only have Norton AV 2006, and I can't work out how it can be switched off. I can't even find how it is switched on in the boot sequence.
Clearly, I am missing something - any clues would be greatly appreciated

Thanks for the Norton tip - did that, stopped Norton, and stopped Black Ice [which I forgot was there], but same result. Runs validation then rolls back. I think the flash message is about a cabinet, but vanishes too swiftly to read.
Is the CD in the drive at this point? Or are you installing from a directory on the hard drive?
Yes, [legal] CD is in drive. Went on to Windows Update and downloaded .NET framework as "essential update" - still won't load Office 2003. Managed to screen capture flash message - it wasn't about a cabinet, it was something like "unloading language settings", so it's clearly to do with roll-back of what was being attempted.
Now attempting to reload all of Office 2000 first - fingers crossed on that one - if it works, will re-attempt 2003.
Sounds like a plan. Have you got the latest version of Windows installer?

Anyhoo - reinstalled all of Office 2000 OK, BUT [isn't there always a 'but'?] I now have the same problem that caused me to remove 2003 in the first place, so it clearly [now it's clear!] wasn't 2003 at fault, but something else. Before proceeding to trying to install Office 2003, I need to resolve the pre-existing problem. This problem does not occur on my Vista-based p.c., with the same programs installed plus all of Office 2007.
Problem is to call an instance of Outlook from Access using vb code. Works fine on my p.c. but not on laptop.
Program alway stops at
Set objOutlook = CreateObject("Outlook.Application")
Error message = Run-time error 48 Error in loading DLL
Tried regsvr32.exe with path to msoutl9.olb but get message
"....was loaded, but DllRegisterServer entry point was not found"
Read other answers on this point, but have not managed either to understand the cure, nor re-create it.

Well, where was I?
OK the driver problem wasn't! Where I always programmed in Access vb to open an instance of Outlook with a global variable declaration for Outlook and Mail Item, RecipientsTo and CC, etc. as their actual objects, [eg "As Outlook.Application"], and it always worked except for recently on my laptop, it now appears that if I declare all these globals "As Object", Access will work out what it needs, not give the error message about a driver and open Outlook perfectly well. This works OK on both machines so I'll not bother with that any more.
So, one problem resolved. In any event, I took your advice and downloaded another registry cleaner which found 650 errors, where my old cleaner found none. I also installed Installer 3.1, and installed all the "Important" and the "nice-to-have" downloads. Oddly, my Updates History on the web says that I installed Office 2003 Service Pack 3, just 2 days ago when Office 2003 wasn't on my laptop, and my Add/Remove Programs listing does not show it being installed.
It still hasn't resolved the basic problem. I had taken off all of Office 2000 and re-installed it [OK so far!] That works fine. Now I tried again to re-install Office 2003, having stopped firewall and Norton AV software. Sensing that there may be difficulties, I left all of 2000 on the laptop, except for Outlook, because you can't run 2 versions of Outlook on the same machine. This time the install program went further and removed all of Outlook, but then after further validation prompts, it rolled back, re-installed Outlook 2000 and told me the 2003 installation couldn't complete, so go away!
I even tried web-searching, but can not find out why it won't install. Are there hidden files on my drive that prevent it?
Still searching [desperately & frustratedly] for clues.
You tried installing from hard drive? Copy the lot to a folder and install from there.
No joy loading from hard drive either, but I have a clue.

Re-ran registry cleaner
Checked in hard disk ..\FILES\SETUP\SETUP.INI
Found that LOCALCACHEDRIVE=C:\ was commented out, so removed comment semi-colon
Tried to re-install Office 2003 - same failure result
In same file, amended LOCALCACHEDRIVE=C:\CSC [a folder I created]
and amended CDCACHE= from "auto" to C:\CSC as well
Tried to re-install Office 2003 - failure finding c:\csc
Amended CDCACHE= back to auto AND amended LOCALCACHEDRIVE=auto
Tried to re-install Office 2003 - - same failure result

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\Deliv ery\SourceEngine\Downloads\<Product GUID>\Sources\
One had a 'Path' key to the CD drive location, and the other was missing, so I re-created it, and the installation proceeded as if I hadn't already tried it 37 times over 72 hours [is this a new world record ?].
Signing off now and going to:
a - get back to the work I was doing
b - try to calm down my wife !
c - lie down for a week
I have kept a copy of the web-page solution.
