I would think now is the time to do a Repair Install. That should add anything missing.
Then do chipset and video drivers asap.

I have done everything you said and it is still loading up wrong! now i realy dont know what to do. i have done everything and nothing is working.
verything is correct in the bios. my hard drive is a Sata Master and the DVD drive is an IDE Slave. i reseated everything including the processor. more the once. cleard everything.. more then once. i did have 2 sata's but now i dont. i dont get it. i have been working on the machine for more then 3 months.. trying everything i could think of.. it is a brand new machine i realy dont get it. :( i am about to thow this thing out the window. but i cant this is realy realy ticking mo off !!!!
T think that you should jumper the DVD as Master and connect it to the end of the IDE cable (if 80 wire) or middle (if 40 wire) then set boot order to Floppy, DVD, HD.
When you bought that Shuttle, did they say the Bios was flashed for Dual Core? Because some sold weren't:

When first installing, when the Press F6 screen comes up, press F5 instead (you'll get your F6 chance again) and selct the HAL you want for ACPI Multiprocessor CPU.
Without the manual to read I can't advise much on the S-ata settings, but if you're installing S-ata AHCI drivers from the floppy (ie, using S-ata but NOT Raid) is there a Bios selection to impliment that?
Have you tested the video card in another machine?
Finally ! the shuttle is up and running. I got so fed up that i was going to throw it out the window i desided to take it to friend of mine, he is a Professional IT person. After 2 days working on it he got it to work correctly. he told me he did 3 installs, rearranging the hardware, checked the bios, and a couple other things, Now lets hope is stays working. he couldn't believe the trouble this machine was giving me for really no reason. that brand Shuttle is suppose to be a good brand. I just wanted to let you all know it is up and running. Thanks to all for helping me out with this problem.
THANKS AGAIN!
See if the friend would be willing to post here about what exactly they did - would maybe help others in your dilemna.
:)
Will do CCT again thanks to ALL!!
