i tried installing it, but half way through a msg popped up saying Microsoft Bus Driver should be loaded in your system before installing
Means that is an old driver package... and for some reason Toshiba UK support is playing up so.... Windows 2000, Windows XP/2003(32/64 bits) Driver only (Executable file) is the one you want.
Give it a try.

Exactly what didn't work?
Did the driver install? Did another error come up, or the same Microsoft Bus error?
Is there another device in sound manager? Do you still have the pci ? device?
the drivers install and the pci is still there, but there is just no sound. there is still no sound device is the bios. no error pops up though
OK, go into device manager and double click the pci device, on the properties sheet that opens, click on the driver tab and click update driver. Have windows search for the driver and let it look on the internet as well.
Toshiba support is finally up and there are a few downloads that may need to be installed

The order in which you install the drivers is important here is the list of drivers and their order

i have tried the last suggestion, but there is still no sound. no error msg pops up. im not really sure what to do now. would it just be best to take it to someone?
Have you got the right speaker set selected in Control panel > Sound? Are you sure you don't have a hardware volume control which is turned right down?
If you want to have one more go, and since you have only just reinstalled XP, I would start again and use the toshiba recovery to put it back to factory condition. If the sound then works (as it should from a factory restore) you can then run the windows updates and be back to normal.
