The only cleaner/tweaker that you have that I put any faith in is CCleaner, the rest in my personal opinion are not necessary. CCleaner at least has a lower risk level in accidentally "fixing" something and making it worse. Also you can keep smart defrag. I do suggest using the Fast Optimize function if you haven't yet and see if that improves your speeds.
Have you done a chkdsk lately? It may be needed to repair anything that could have accidentally corrupted in the OS and would also tell you if you possibly have a bad sector affecting your speeds due to corrupt data.
Finally you may need to use a removal tool to make sure ALL of NOD32 is gone, it may be suggested to get a removal tool for any other anti-virus software that previously was in the system. Here is the link for the NOD32 Removal Tool

I have 2 uninstall programs
revo & uninstall tool and I use it to remove nod32

I'd still use the program specific removal utility. It's designed to remove every trace of the anti-virus.
