One (now here is tough terminology) of the siamese twins committed murder, but imprisoning him means imprisoning an innocent man. Being that its a greater evil to lock up an innocent man than let a guilty man walk free, both (again odd terminology) are allowed to walk free.
Let they both comitted crimes. One for killing and the other for not stopping the killing...
I saw a film recently where a woman was convicted and jailed for murdering her husband. When her husband was found alive and well they had to let her out. She then went on to murder her husband knowing that you can't be convicted for murdering the same person twice!
