I believe it was Richard Hurndall (who was in Blake's 7 - "Assassin", and had a part in "The Protectors" as did Patrick Troughton) standing in for Bill Hartnell (interesting naming) and the Master was not the same without Roger Delgado.
All I have to say to you Mr Platypus is ... bring back John Pertwee all is forgiven !! (but 'he's dead Capt'n !' to borrow a Trekieism !) not to be confus-ed with his cousin Bill who was the Air-raid warden 'Hodges' in Dad's Army ... another classic !

Aah yes - one of my favourite episodes has got to be the one with Jon Pertwee and Roger Delgado... the master was trying to learn a strange whistling language..... Name that episode....
