In IE7 tools menu (on the right near the top) is an option to manage addons... you buttons may be disabled and you might be able to get them working using that.
Thanks again NooNoo. I found the add-ons. Epson Web-To-Page was enabled. I deleted it, and the Epson ToolBandKicker, then re-installed them using my original Epson disc. They are back there in the Add-ons and both are enabled. Still can't operate the buttons though.
That Epson stuff should appear in Add/Remove Programs - have you tried a 'Remove' of it and reboot and then reinstall?

Yes, I have tried uninstall-reboot-install of the Epsom Web-To-Page and Smart Panel programmes... but have not deleted ALL of the Epson stuff as I am unsure of exactly which Epson programmes are in there. Using the Epson disc it tells me when some of the programmes will be overwritten anyway.
This may be a security setting in IE7 to prevent scripting... I can't help because I don't know the program you have, (I do have epson printers though). Is the software available at Epson to download? If so, I might try it and see the result on my machine.
Great News !! I found the epson web site and downloaded Epson Web-To-Page Utility Programme v1.1aA. This is a mid 2006 version which I have used to overwrite my original programme which was older. Problem solved. My buttons now seem to be in perfect working order.

First, I wish to let you all know I am NOT very confident in making any kind of changes, especially in Program Files! However, I braved it anyway, and after renaming PSAPI.DLL to PSAPIOLD.DLL I’m happy to report I no longer get that annoying error message. Thank you so much for all your comments and support!!

Hi I am a real novice having the same problem.I have done the search for all instances of PSAPI.DLL but I dont understand where to 'enter the command prompt' or even what it means to do this. The file name you show above is different to the one you have to find...
PSAPI.DLL not PSAPiU.dll
To rename a file all you have to do is right click on the name and the context menu will come up, select rename and the filename will be highlighted ready for you to overtype a new name.

Well guys, I truly am an idiot I am afraid. Re-reading your instructions it looks like I did not quite do what you suggested. But I figured that I could always undo what I had done as it was so simple. I searched for all files called PSAPI.DLL (the PSAPIU.DLL was a typo on my previous post) and renamed all except the three most recent (because there were three from the same date). I do understand now that this is not quite the same thing as what you described, but I am still not sure what that is. On rebooting the computer I have the blue screen of death and a 'fatal error'. I figure I may have just broken my computer through messing about with it without knowing what I was doing. I kind of thought that something as simple as a re-naming a file could just be undone easily. So I am now off to find someone to mend it. I am feeling really stupid right now but I had to post in case anyone else tries anything like that. Sorry.

You can probably boot to safe mode... to do this, start the machine and hit the F8 key before the windows screen comes up... then you can select Safe Mode (just safe mode on it's own) and wait... it takes a bit longer to boot to safe mode. If it asks for the administrator password, give it if you know it, if not just hit enter as it's probably blank. Now you can go and do a system restore or rename the files back again.
The one you should not have touched is in the C:\Windows\system32 folder.
Thanks for your advice. I tried F8 and selected 'safe mode'. The words 'safe mode' appeared in purple in the bottom left of my screen but the only option left to select was ' Windows XP Media Centre edition' as the operating system. So I did and I am afraid I got the same blue screen and error as before.
I was also wondering, if I hit F2 as it starts up and look in the 'Maintenance' section, then 'Load Defaults' section, there is an option to 'Restore factory Defaults'. I have done nothing. Would you recommend I try this or get help?

OK, it depends what the blue screen error is... can you make an accurate note of the screen and post it here? It is entirely possible that the problem has nothing to do with the file renaming and is purely a coincidence.
Restoring Factory Defaults will wipe your hard drive and start again - meaning you will get all your programs back, but your data and files (the ones that you made such as documents or pictures you have) will be wiped out.
Exactly what make and model is the machine please? There may be an option to restore windows without affecting the data.
If you have nothing on the machine that is of value to you or you have copies of it elsewhere, then by all means go for the factory defaults. If you get help in the end, make sure you tell them what files you want saving first, because all they will do is wipe the system and start again as well if you don't.

If not, AND you have data files that you want to keep, you can either take it somewhere to get the data you want off the disk before you use the system restore option.

Thanks, I will check for the operating system cd tonight when I get home. I don't have any data files on there that I need to keep. I have copies elsewhere, so I might try that default thing and see what happens if the operating cd didnt come with the computer. I will let you know. But thank you for all your help. I hope you aren't bored with this. Let me know if you want to give up for now. I have done the factory default thing, which makes the computer restart. Except, on a black screen it then says 'floppy diskette seek failure' strike the F1 key to continue, F2 to run set up (again). There is nothin gplugged into my computer except keyboard, mouse etc. Any easy suggestions?
Do you even have a floppy drive in that computer? What happens if you press F1?

Yes you need to disable floppy seek at boot in the bios.
I think i will give up. I think i have some cd's: drivers and utilities,drivers & documentation and Microsoft works 8. Should i try the drivers and utilities one? Then I will give up. It is a bit heavy to carry to reading on the train, or i would hire you in a second. I am sorry this seems to be going on forever for you..

Just to let you know that Dell were great and solved all my problems really quickly over the phone. In case you come across it again, to re-set a dell Dimension computer to original factory settings you start it up and at the very beginning, as soon as you see the Dell logo come up you press CTRL and F11 at the same time, tapping if necessary. You can then select to reset computer to original factory settings! Lots of warnings about losing your files and data, but just agree that you are sure a lot and bobs your uncle. Just in case anyone else needsthat advice.

I too had annoying error after installing IE7. Followed tip of searching for all locations of PSAPI.DLL but what I did was sort files out in order of date. I then renamed all the old files OLDPSAPI.DLL (any change would do) as NEODEIST said...well done that man. Then I copied the most recent version of PSAPI.DLL into all the locations(directories) where I now had OLDPSAPI.DLL
In other words bring up to date all instances of PSAPI.DLL & kept old files for back up. Delbert :wave:

Found this site today after spending about 7 hours yesterday trying to solve the problem of why, after upgrading my daughter's computer to XP and getting IE7 update from Microsoft, I kept getting this error message each time the machine was rebooted! I was convinced it was something I had done wrong .... :flames: as if!!!!!
So simple..........all I have to do now is visit her again and spend some time (probably another 7 hours) carrying out the suggestions on here.

By the way there is a problem with her Home Page not opening properly, is that IE7 too or is that in fact me?
