The only other solution I can come up with is make the competitor vote private and the immunity vote public.

i think people were worried that polls where the results can be viewed might alter the votes of some people based on the current positioning.

We will vote on whether or not to vote, to vote for a method of voting. If we do vote to vote, then we will vote for who votes on the voting method if we vote now. A voting committee will be setup to vote on which votes gets voted on first.
