As for the 51%, I agree with you. If you read the whole thread you would find somewhere that this is NOT the final vote, it is merely a primary election to determine the final two candidates.
You are right tho about the votes being rigged. I set it up so that you would vote for whoever I wanted, that way I actually get two votes instead of one.
