If an explanation is needed:
There must be a one representing the first number. Unless that number is a one there is one 1 in the number. But writing that 1 makes a second 1 so then there are two 1s and a 2 to signify the number of 1s in the number. The remaining digits are all zeros so a 1 can be places in the signifying space for the total number of zeros and the number of zeros is all the first number.
