On the microsoft preinstalltion kit do you have to buy a liscense for each pc that you have.

Turns out that because we didn't install dhcp when we first installed the os that when we added dhcp it didn't add the right users to the domain users group so once we added the dhcp users...

Ok heres the question.
Today when we setup a new Dhcp server and we try to authorize it comes and tells us that "Access Denied" and it won't bring the Dhcp online.
any thoughts?
