ATI video card? Try removing the drivers and re-installing them. You could always try updating them first, but the update may not reset the current settings.

it could also be good ole system idle process that windows is reporting as chewing up the cpu cycles.
Take the battery out and see if it runs any cooler that way, if so, you may have a battery...

Then it would most likley be a video board/Motherboard issue. I would suggest taking it into a shop to have checked out, but it would probably be cheaper to just replace the notebook.
