win 98 Configmg error message

I have a Win98 Machine that displays the following message on startup

"While Initializing device CONFIGMG: Windows Protection Error. You need to restart your computer."

Any Ideas on how to resolve it.

First, I would remove any installed devices such as sound card, modem, etc. Of course, you will need to keep the video card installed. Second, the memory may have a problem.
