Most of the other things I'd have looked into have already been mentioned, so another idea would be to remove and rebuild the TCP/IP stack.

Fubared the OS trying to fix it. *oopsie* So I reinstalled Win2KPro instead.

It could also be DNS issues with your ISP.
You can forcebly change them by designating some other DNS servers to use.
If your in the USA I can give you a couple that are universal and allow anyone to use them to resolve IPs
So you run and you run to catch up with the sun but it's sinking
