Windows 98 Not Finding Drivers for Card

I am working on my aunt's computer trying to install a PCI USB 2.0 Card from Belkin on Windows 98. Everytime I try to install the card, the system is not finding the driver. I have installed the driver from the cd and the website and it is still not working. Any suggestions? I'm running out of ideas.

Is the computer running 98 original or SE?
    Are the chipset drivers installed?
Any error message in device manager?
Probability factor of one to one...we have normality, I repeat we have normality. Anything you still can't cope with is therefore your own problem.
