try disabling the RAID controller in the BIOS if you aren't using it...

So, you are getting the XP splash screen before the machine resets?
I have pretty much the same board. If you are getting to the splash screen of XP it sounds like it could be a windows issue.
Did you load XP or did you transfer a drive?

In your bios settings there should be settings to enable or disable PATA & SATA, RAID, RAID you want disabled, if your drive is IDE you want PATA enabled, if it's SATA drive enable SATA + PATA, you can do a repair install after you get your bios setting fixed.

Do you guys think it may be a problem with the hardware abstraction layer. Transferring a Drive with windows XP installed on it from one PC to another sometimes does not work because the hardware on the new machine is too different than the old one.
If your old computer didn't have sata controllers and the new one does BIOS settings could be conflicting with the boot record on the harddrive. It is usually recommended that a fresh install of Windows XP is done on building a new computer especially if the hardware is different. IT will result in a more stable system.

Repair install should fix any problems between switching the drive.

Bingo! Performing that exact duty right now.
Not only the SATA Bob, but also different chipsets will cause the same problem. Typically though, you'll get a 0x7b blue screen.

Yes I know, my brother attempted to do that when he upgraded from his Athlon XP 1800+ to his Athlon 64 3800+ and he went from a via chipset to an nvidia one. His did not blue screen, it was just stuck this this one was and a repair install did not help.

If you are trying to boot from your old hard drive you will have problems with a new motherboard. You need to do a repair install of your operating system, of course this isn't a perfect solution, because, it doesn't work 100% of the time.

Set your BIOS to boot from CD before hard drive and then press the spacebar (or whatever) when it says to push a key boot from CD.
