And yes of course, there would be programs running, because I'm trying to test it. Cos if something happens to me, when the computer's on, it looks like the computer will stay on for ever .. well until one of the people who hold a key to my house can come and turn it off.
So, this is more about my peace of mind, rather than power saving.
I'm beginning to see what you're saying. The Power Options 'turn off' would only happen if nothing was running on the PC, not if I am not touching the keyboard. So what is the point of having Power Saving Options if the system doesn't turn itself off?
My Belkin UPS only turns everything off if the Electricity Supply fails.
Frankly I dont use power saving. Had too many harddrives go to sleep and not wake up again. Even though software is ready for this, a lot of hardware is still not as far as I can see.

No, power saving "should" work whether apps are running or not. It will even hibernate the pc with running apps if you tell it to. The HD may not go to sleep because various bits and pieces are keeping it awake but the screen at least should do.
I've had this before for hibernation but never for screen and HD. Really can't remember what it was though. Anything running in the background that may be causing this?
I've been running Folding@Home and leaving the PC running unattended for hours at a clip since June 2004, and I had my Power Options set to shut the screen down after 10 minutes, and any hard drives after 5 minutes. Worked fine until two days ago. Now, the screen will just blink and come right back on, and the hard drives never shut down anymore, no matter what settings I put in there. I guess it'd be too much to ask if anyone knows how to make 'em work properly again?
