I am just wondering why you want to have both...?

It seems the hardware load balancer does not detect if the server service is running as long as the server is powerup it will route the user to that server

OK, but do you have a cluster of servers?

What hardware load balancer do you have? Perhaps there is a configuration error?

this config example implies that it does detect the server service. Maybe you need to check which version of the ios you are running.
