A friend of mine gave me a PCI tuner card, but doesn't have the software and doesn't knows the name brand of it. Is there anyway I can find out what it is?

Insert it in a PCI slot (computer off, plug pulled, press power button and keep yourself discharged of static).
Then hook everything up and start the comp.
Not likely Plug and Play will find a driver....
BUT! If it shows in Device Manager you can right click it and select properties and under Details you might get a string that identifies it.
