I know this is probably very basic but I don't recall what the entry setver in autoexec.bat was for and if it is even needed in win 98

Setver reports a different DOS version to DOS programs that look for a specific version. If you don't run DOS programs, you won't need it. If you do, go to a DOS prompt, type SETVER and it will show the table of programs it is fibbing to, and what version it is telling them. If any DOS program you use is listed, then it's probably needed. You can check by remming out the line that loads it, restarting and running the DOS program. If it complains about wrong DOS version, re-instate SETVER.
It would normally be loaded as a device driver in CONFIG.SYS, but I don't remember if this changed in DOS7. I think it could be run with LOAD in AUTOEXEC.BAT in DOS6.x & 5.x, but then it wasn't available to report to device drivers.
