You can dual boot them if you have boot managing software. Partition magic does a lot more than let you partition hard drives, one of the things it has is a boot manager.

how do i get it to work though

last time i tried it would only load up one of the partitions at the start. when i wen to the Boot Magic proggy it didn't recognize the second partition as having an OS on it. (When I tried Win 95 and Win 98 it only read Win 98. When I tried Win 98 and Win ME it only read Win ME)

System Commander works good, another way to go is get a removable HD tray and use 2 different HD's, and have a 3rd drive slaved to the tray for storing files needed by both OS's...it'll cause a lot less confusion!

It's possible, but a PITA, unless you have two hard drives.
Mount drive one as primary master, install ME.
Go get a boot manager from www.xosl.org it's free, and GUI driven.
Set the default boot to your second drive, install 98 (or any other OS).
PM's boot manager will do this also, but will allow a boot from a secondary partition as well.

alright. i installed xosl, installed Win 98 and Win ME and restored xosl. When I get to the boot manager screen i setup which partitions to load but no matter what it loads up the partition with Windows 98 on it. How can i resolve this?

I didn't say XOSL would work with only one HD, I said (albeit not that clearly) that you'll need PM or similar to boot two primary OS's from one drive. Sorry if I was confusing.
You MUST install ME as the primary OS on C, it just won't install anywhere else, and doesn't play well with others.
You might get a second OS on another partition using XOSL, but no guarantees.
