dead vaio motherboard?

Im pretty sure this boards dead, just needed people in this field to confirm

customer stated,

system started to lose files, then No Os detected, they reloaded was ok for a bit. but System didnt detect Os soon after..
At this point I was thinking possible failed hard drive
Received the laptop only to find out their is No power leds at all on the panel,
tested power supply with a test meter and read 19.5 dc v
talked to the customer and he said yes he forgot the power later progressively failed till no leds were lite..

In testing I find no power to the board

If you have changed the HDD and its still giving the symptoms, the board is very likely toasted
